What is main purpose of VO (world-wide tendentious)?
1.  Where are a lot of astronomical problems that impossible or practically impossible to solve without VO methods and technology.
2.  Global integration of astronomy through unification of access to something data.
3.  Integration with world science (Service-oriented Science).

Proper features of the process in Russia
I. Scientific goals
1.  Formulation and solution of real "VO-enabled" astronomical problems. Publication of methods and results.
2.  Demonstration of possibility to solve arbitrary astronomical problems (not only "VO-enabled") by VO way.
3.  Creation of VO-versions of original (Russian) catalogues and databases.

II. Administrative goals
1.  Preparation of RVO projects to competitions and grants.
2.  Organization of local VO-conferences.
3.  Creation of Russian VO registry.
4.  Make VO more attractive for scientists: increase possibility for publication, defense diploma or theses.
5.  Participation in working up VO standards.

III. Technological goals
Development of methods for everyday astronomical manipulations: access to catalogues, images etc. For example
1.  Making mirrors of VO resources (important or large catalogues, see, for example, vo.astronet.ru).
2.  Making VO access to original catalogues and databases.
3.  Implementation of SIA (Simple Image Access Protocol).
4.  Building of Russian Images Archive (from SDSS, DSS, XDSS, POSS, HST etc.)

IV. Education
Teach students by VO grounds:
1.  Write textbooks.
2.  Lecture about VO.
3.  VO practical training.
